The highest accolade in public administration in WA awarded to an individual who has made a significant contribution to the State.

Leader of the Year (5 Awards)

The winner of this awards will be leading an organisation and would have clearly demonstrated leadership qualities. He/she will be respected and demonstrate excellence in leading an organisation to meet designated objectives and outcomes in the interests of public service and advancing excellence within the sector.

The winner of this award will be working in a management position within an organisation (from Local, State, or Federal Government, the Not-for-Profit or  Academic sectors in WA) and would have clearly demonstrated leadership qualities. He/she will be respected and demonstrate excellence in leading a team to meet designated objectives and outcomes in the interests of meeting the needs of the sector or community or industry they work with and advancing excellence within the sector.

  • C4: Describe how the nominee provides excellent leadership within their organisation and/or during their career.
  • C5: Using examples, demonstrate how the nominee’s division, team or organisation exhibits best practice in public administration as a result of the nominee’s leadership.
Young people bring fresh ideas, energy and new perspectives to the workforce, and play a key role in ensuring the public sector is high performing and future fit.

This award recognises a person aged 24 years and under (at the date nominations close) and working in the WA public sector who are making a direct and immediate difference to their agency. A proactive team player, they will be achieving at a mature level in the Personal Leadership context as described in Building Leadership Impact and Leadership Expectations.

The award not only highlights the important contribution of young people to the work of the public sector but also provides an opportunity for agencies to celebrate and acknowledge their achievements.

Best Practitioner in the Public Service (4 Awards)

The winner of this award will be working at manager level or higher. He/She will be a respected human resource management practitioner, and demonstrate excellence in high achievement in their field of expertise.

The award will go to a project or an ongoing practice that demonstrates high level collaboration and coordination across organisations to meet a priority objective in the delivery of service to the community.

This Award focuses on how the initiative, program or project being nominated has actively used innovative practices to improve service delivery to the community, value added or achieve significant outcomes for their organisation.

This award recognises the outstanding progress or contribution towards eradicating discrimination and enhancing the inclusion of lesbian, gay, bi-sexual, transgender and intersex (LGBTI) people. Recipients of this award will have developed and implemented programs, practices and/or polices that positively promote equality and inclusion for LGBTI people within the workplace and/or broader community.

    • Program planning incorporates long-term considerations to ensure outcomes are sustainable for LGBTI people

Excellence in the design, implementation and reporting of evaluation strategies or individual studies of programs or policies that benefit the WA community is the focus of this award.

  • Any organisation that works in Western Australia in any tier of public service including Local; State; Federal; Not-for-Profit and the Academic sector, or has conducted an evaluation study on a public program or policy.

Criteria

  • C1: Outline how the nominee has applied sound use of evaluation theory and/or approaches.
  • C2: Describe how the nominee has shown high quality and effective practice in consultation, design, planning, data collection and analysis, and/or reporting.
  • C3: Outline how the nominee has shown an active use of innovative best practice in evaluation.
  • C4: Provide a minimum of two stakeholder testimonials which demonstrate that the stakeholders are highly satisfied with the evaluation work and its use and/or impact.
The focus of this award is to recognise excellence in digital transformation that has led to the delivery of better services to the community.

  • Digital Transformation projects, programs and initiatives must:
    • have commenced within the last 12-months;

Criteria

The winning nominee must demonstrate:

C1   A clear strategy for the adoption of the digital transformation projects, programs, and/or initiatives addressing:

  • key benefits to be realised;
  • risk considerations; and
  • alignment to whole of government outcomes.

C2 Digital transformation projects, programs and/or initiatives have generated outcomes aligned with one or more of the key Government digital transformation priorities:

  • Implementing higher cyber security standards across government;
  • Improving delivery of online services to the community;
  • Developing policy and strategy to support a culture of data protection and sharing;
  • Building data analytics capabilities within the public sector to underpin good policy development and better targeted service delivery;
  • Supporting the implementation of information technology procurement reforms across the sector; and
  • Investigating strategies to reduce the digital divide and any digital disadvantage.

C3 Specific projects, programs and/or initiatives have driven improved outcomes to the community.

C4 Workplace and/or beneficiary testimonials.

This award recognises an organisation for best practice in consulting with children and young people (aged 18 and under) through a project, program or initiative. Recipients of this award will have demonstrated excellence in listening to and using the views of children and young people to achieve significant outcomes.

Criteria

The criteria listed below is for reference only. Please ensure you address the criteria in the official Award Assessment Criteria Document linked above. 

  • C1: Provide a brief overview of the organisation, initiative, program or project being nominated.
  • C2: Demonstrate how the organisation, initiative, program or project has improved service delivery to their community, and/or how the initiative, program or project has achieved significant outcomes, added value or contributed to the goals of the organisation.
  • C3: Outline how the nominee has shown an active use of consultation with children and young people through their initiative, program or project.
  • C4: Describe how the organisation has demonstrated or adopted best practice with their initiative, program or project.
  • C5: Provide evidence to demonstrate how the organisation used the views of children and young people to achieve significant outcomes
This Award focuses on how the procurement or contract management approach nominated, has actively used best practice approaches to improve service delivery, and outcomes for WA Government and the community. The approach should consist of an Agency meeting a need in a way that achieves value for money and generates benefits not only to the organisation, but also to community.

Open To

  • WA Government agencies only.
  • Inclusive of all streams of procurement (Goods & Services, Works, and Community Services)
  • Must demonstrate an active use of procurement (including contract management) best practice.
  • Projects, programs, contract, or procurement being nominated should focus on the outcomes achieved within the previous year (for a previously established project, program, or initiative).

How to nominate for this award:

  1. Ensure you have carefully read the general How to Nominate page (in particular the Nomination Checklist)
  2. Download and complete the Award Assessment Criteria Document (see below)
  3. Upload the completed Assessment Criteria with a brief summary statement (100 words) and details of at least one referee to the Online Entry Form.

Criteria

  • C1: Provide a brief overview of the program, project, procurement, or contract management approach being nominated. Include a description of how the challenges and/ or opportunities influenced the approach taken.
    Please note the Commissioning approach for community services can be considered a program for the purposes of this award.
  • C2: Describe how the nominee has shown high quality, best practice, innovative, and fit for purpose procurement or contract management. Consider elements such as: strategy, market analysis (including regional challenges), risk management, stakeholder management and consultation, process design, program integration, capability and capacity building, service co-design, planning and execution.
  • C3:  Outline how the program or project and the procurement, or contract management approach achieved value for money and has driven improved outcomes for the agency(s), community and/or government objectives, e.g., social procurement outcomes.
  • C4: Provide stakeholder testimonials which demonstrate that the stakeholders are highly satisfied with the procurement or contract management and its impact.
