Joann Wilkie has been appointed as the new Under Treasurer for the Department of Treasury and Finance, and Chair of Western Australian Treasury Corporation, effective from 4 August 2025.

Joann joins us from NSW Treasury, where she has served as Deputy Secretary of the Economic Strategy and Productivity Group since February 2019, as well as a Director with the NSW TCorp. Joann brings a wealth of experience, with over 20 years in the Australian Public Service, including senior roles in agricultural, energy and gender policy, and regulatory reform across several government departments. Joann holds a Bachelor of Economics (Honours) from the University of Sydney, a Master of Cultural Policy from the Graduate Institute of Policy Studies, Tokyo, and a Master of Public Policy from the Australian National University.

Joann was recently awarded the Public Service Medal for outstanding public service to fiscal management in NSW during the COVID -19 pandemic.

Kaylene has extensive experience in public policy, knowledge of financial markets and expertise in the Western Australian economy. In her role as the WATC’s CEO, she is at the forefront of the central borrowing authority’s responsibility to the State of Western Australia and its management of more than $50 billion in financial assets and liabilities. She has previously held senior roles in the Western Australian Department of Treasury.

As well as being a member of CPA Australia and a graduate of the Australian Institute of Company Directors, Kaylene currently holds directorships at the Australian Financial Markets Association, Synergy and WA’s premier children’s theatre company Backing Gecko Art.

Kaylene was awarded a Public Service Medal in 2021 for outstanding public service in a range of roles to Western Australia.

Lance leads KPMG’s Infrastructure, Government & Healthcare practice in WA. He has an extensive background across the public sector, including 10 years in WA – before joining KPMG, he held senior executive roles at the Department of the Premier and Cabinet, Infrastructure WA and Department of Planning, Lands and Heritage.

He has more than 20 years’ experience in planning, infrastructure, policy, regulation, strategy and economic development across Federal, State and Local Governments in WA, Queensland, Canberra, NT and the UK.
