How have the government assessed the year ahead? What are the key decisions they have taken that will affect the public service?

The 2026 IPAA WA Budget Briefing unpacked key insights from the 2026 WA State Budget and explored what it means for the sector, the state, and your organisation. We were delighted to host the Under Treasurer, Joann Wilkie PSM and CEO of the Western Australian Treasury Corporation, Kaylene Gulich PSM, to deliver presentations for this year’s IPAA WA Budget Briefing.

The IPAA WA State Budget Briefing provided:

  • access to expert insight into the 2026–27 WA State Budget and the State’s preparedness for economic change
  • analysis and commentary to support strategic planning, budgeting and decision-making across the public sector
  • public service professionals from a range of backgrounds with an easily understood, comprehensive overview of the Budget and its implications for the sector
  • expert perspectives on current and forecast economic conditions shaping Western Australia and the broader global economy.

Joann Wilkie delivered the keynote presentation, providing participants with valuable insight into the State’s economic outlook, Government priorities, and the opportunities and pressures shaping the 2026–27 Budget. Her presentation, delivered in plain English, ensured participants left the session with a clearer understanding of a complex and significant public policy document.

We were also delighted to welcome Kaylene Gulich, CEO of the Western Australian Treasury Corporation, who shared insights into the State’s funding task, financial market conditions, and WATC’s role in supporting the delivery of the Budget through ongoing financing and refinancing activities.

Following both presentations, the audience had the opportunity to ask questions of the speakers during an interactive Q&A session.

Last but not least, we welcomed KPMG back as sponsor and Lance Glare as MC. Lance’s extensive public sector experience ensured participants were in safe hands throughout the event.

Joann Wilkie PSM

Joann Wilkie has been appointed as the new Under Treasurer for the Department of Treasury and Finance, and Chair of Western Australian Treasury Corporation, effective from 4 August 2025.

Joann joins us from NSW Treasury, where she has served as Deputy Secretary of the Economic Strategy and Productivity Group since February 2019, as well as a Director with the NSW TCorp. Joann brings a wealth of experience, with over 20 years in the Australian Public Service, including senior roles in agricultural, energy and gender policy, and regulatory reform across several government departments. Joann holds a Bachelor of Economics (Honours) from the University of Sydney, a Master of Cultural Policy from the Graduate Institute of Policy Studies, Tokyo, and a Master of Public Policy from the Australian National University.

Joann was recently awarded the Public Service Medal for outstanding public service to fiscal management in NSW during the COVID -19 pandemic.

Kaylene Gulich

Kaylene has extensive experience in public policy, knowledge of financial markets and expertise in the Western Australian economy. In her role as the WATC’s CEO, she is at the forefront of the central borrowing authority’s responsibility to the State of Western Australia and its management of more than $50 billion in financial assets and liabilities. She has previously held senior roles in the Western Australian Department of Treasury.

As well as being a member of CPA Australia and a graduate of the Australian Institute of Company Directors, Kaylene currently holds directorships at the Australian Financial Markets Association, Synergy and WA’s premier children’s theatre company Backing Gecko Art.

Kaylene was awarded a Public Service Medal in 2021 for outstanding public service in a range of roles to Western Australia.

Lance Glare

Lance leads KPMG’s Infrastructure, Government & Healthcare practice in WA. He has an extensive background across the public sector, including 10 years in WA – before joining KPMG, he held senior executive roles at the Department of the Premier and Cabinet, Infrastructure WA and Department of Planning, Lands and Heritage.

He has more than 20 years’ experience in planning, infrastructure, policy, regulation, strategy and economic development across Federal, State and Local Governments in WA, Queensland, Canberra, NT and the UK.
