Women in the public sector are diverse. They have varied leadership and career expectations and aspirations. Women need to feel empowered to own their career paths and discover who they are as leaders.
This conference featured a diverse range of perspectives and experiences. Attendees left feeling inspired and empowered to identify opportunities within themselves and the workplace.
Since its inception in 2017, the IPAA WA Women in Public Sector Leadership Conference has been developed for the public sector, by the public sector.
Returning for its fourth year, this full-day conference once again provided delegates with the inspiration and information to bring about positive change in Western Australia’s workforce. It explored the critical issues affecting the advancement of women into leadership roles within the sector, and featured presentations by prominent leaders from across Australia.

Cathryn Greville
Head of Legal, Advocacy and Professional Services
Master Builders Association of WA
Cathryn is the Head of Legal, Advocacy and Professional Services at Master Builders WA, where she serves as in-house legal counsel and a member of the Executive Leadership team, leading the legal, advocacy and professional services functions supporting building and construction throughout Western Australia. Cathryn applies her public sector regulatory background, as well as her industry and legal practice experience, to address industry challenges and shape outcomes for the construction sector and those who rely on it.
Cathryn’s passion for equal opportunity has seen her take on a number of leadership roles supporting women and minority groups and advocating for diversity and inclusion initiatives. She is committed to the development and advancement of women in the public sector, professions and broader community. A former IPAA WA Councillor, Cathryn was involved in establishing the first Women in Leadership series, and is delighted to have supported its growth into the annual Women in Public Sector Leadership Conference.
Keynote Speaker
Catherine McGregor AM
Catherine McGregor was a military officer for nearly four decades. She graduated from the Royal Military Duntroon and served as an Infantry officer on operations overseas.
She held a wide range of strategic policy and operational roles including serving on the personal staffs of 4 Chiefs of the Army and 2 Chiefs of the Air Force. She has also served as a speech writer and adviser to some of Australia’s most senior political leaders including Bob Carr, Kim Beazley, Tony Abbott, and Barry O’Farrell.
Catherine is an engaging and powerful speaker on cricket, global strategic affairs and her own poignant story of gender transition. She has written on politics and sport for all Australian major media organisations and is a published author. Catherine as been voted one of Australia’s most influential women by the Australian Women’s Weekly
three times.
She was awarded the Order of Australia in the military division for exceptional service to the Australian Army in 2012. She serves on numerous charities for wounded veterans and she is involved in high performance management with senior female cricket teams. She is a current first grade player and cricket coach. In 2018 her life was the subject of a highly acclaimed play staged by the Sydney Theatre Company.
