All thoughts of recession seem to have been put on ice and so to the 2024 WA State Budget. How have the government assessed the year ahead? What are the key decisions they have taken that will affect the public service?

We were delighted to host the Hon Rita Saffioti BBus MLA Deputy Premier; Treasurer; Minister for Transport; Tourism, as she delivered the keynote presentation for this year’s IPAA WA Budget Briefing. The IPAA WA State Budget Briefing provided:

  • access to expert insight into our state’s preparedness for the year ahead,
  • valuable additional information and opinion to inform strategic planning, and
  • public service professionals across a range of professional backgrounds and responsibilities an easily understood, comprehensive understanding of the budget and its impact on the public service.

Rita Saffioti was elected to State Parliament in 2008 for the electorate of West Swan, and became a Shadow Minister in 2013.

In 2017, Rita was appointed Minister for Transport and Planning in the McGowan Government.

Following the re-election of the Labor Government in March 2021, Rita was reappointed as the Minister for Transport and Planning, while also being named as the Minister for Ports.

In 2023, Rita was appointed Deputy Premier and Treasurer, while also taking on the Tourism portfolio and retaining Transport.
These diverse portfolios give Rita the opportunity to continue overseeing delivery of the Government’s major transformative METRONET project, pursuing the State’s goal to become the fastest-growing events destination in the South East Asia region and a global tourism hotspot, while also overseeing the State’s finance as an economist by trade.

Some of her proudest achievements include returning railcar manufacturing to Western Australia, starting construction on the METRONET Morley-Ellenbrook Line and securing record funding from the Commonwealth to upgrade regional roads.

After finishing her schooling at Kelmscott Senior High School, Rita gained a Bachelor of Business at Curtin University before moving to Canberra to work at the Department of Finance and then returning to Western Australia to work at the Department of Treasury.

In 1997 Rita commenced working for then Opposition Leader Geoff Gallop as an economic adviser, continuing this role into Government before ultimately becoming Chief of Staff to Premier Alan Carpenter.

Rita has three young children, a 13 -year-old and 11-year-old twins. When not at Parliament, Rita can usually be found with her family at the footy cheering on her team, the Fremantle Dockers.

Lance is a Director in the Planning & Infrastructure Economics team in KPMG’s Infrastructure, Assets & Places group, and is also KPMG’s WA Government Account Director.

He has more than 20 years’ experience in planning, infrastructure, policy, regulation, strategy and economic development across Federal, State and Local Governments in Western Australia, Queensland, Canberra, Northern Territory as well as the UK.

Lance has a keen interest in public sector issues and the transformation of cities and regions through leveraging infrastructure, better land use/infrastructure integration and economic development.
